A yellow pennant with black flame seems to indicate an admiral of the Fire Nation’s navy

A red pennant with gold flame represent an unknown rank lower then admiral, though higher
than a captain (maybe a commodore) in the Fire Nation’s navy

The Earth Kingdom use a rectangular flag, dark yellow w/ olive-green border,
emblem in center.
